EMERGENCY LIVELIHOODS PROGRAMME
Estonian Refugee Council implements the emergency livelihoods programme in three regions: Cherkasy, Kirovohrad and Poltava. The objective of the programme is to provide access to livelihoods to vulnerable households affected by the armed conflict, generate new sources of income and support people to achieve the subsistence minimum.
Emergency grant support is provided for starting or resuming the following types of economic activities:
- animal husbandry: meat, milk and egg production
- aviculture
- horticulture: growing vegetables and fruits in greenhouses and in the kitchen-garden, etc
- beekeeping: breeding bees and production of beekeeping products
- other types of agriculture
- food production: baking, production of semi-finished products, bread, cakes, etc
- services: tailoring or clothes repair, handicrafts, construction or renovation, household services, beauty services, etc
Grants can be used to purchase combinations of goods and services in order to increase food production and/or household profit. Applications that only propose to enhance operating activities or that only require the coverage of learning costs are not supported under this programme.
WHO CAN APPLY?
Households from rural areas of
- Cherkaska oblast, Cherkaskyi raion (Smilyanska hromada)
- Kirovohradska oblast, Kropyvnytskyi raion (Novhorodkivska and Sokolivska hromadas)
- Poltavska oblast, Kremenchutskui raion (Kremenchutska hromada) and Myrhorodskyi raion (Myrhorodska hromada)
that have lost the means to support their families due to the armed conflict can apply to participate in the programme. The pre-approval decision is made on the basis of the information provided by the main applicant representing the household. The applicant shall submit an application on the online platform of the Estonian Refugee Council.
If successful, the maximum amount of financial aid for economic activities will be up to 36 000 UAH per household. The amount of the financial aid will be transferred to the bank account.

After filling out the form, our specialists will review the information provided and, if necessary, inform you about the need to provide additional information using the email specified in the online form. Following the final confirmation, our specialist will contact you to sign the Grant Agreement, after which, the payment will be made to your bank account.
Our experts review the application within 4 weeks from the date of its receipt. You will be informed about the results of the application review. If you are selected, a written agreement will be concluded with you, and the amount of assistance will be transferred to your bank account.

The decision to apply for assistance is voluntary, the information provided is confidential. The information provided during the call and on this form will only be used for the vulnerability assessment of the household and programme assessment purposes. The information collected will be shared with the programme evaluation team and be only accessible to the team members. The results of the assessment will be shared with programme donors in a non-identifiable manner.
